UU is holding an alpha tournament with a banlist based on ou's usage stats.
It is based on 4.52% usage instead of the usual 3.41% to try and mitigate some of the new toy syndrome. The pokemon that would be OU if it had used the 3.41% are Obstagoon, Arcanine, Galarian Weezing, Kommo-o, Eldegoss and Reuniclus.
In addition Dracovish and Togekiss are also banned from the tourney due to being clear outliers.
Keep in mind that this is just a super early tournament for fun and the actual OU tier will end up looking quite different.
