They have feet, it’s just hard to notice because they walk on their toes, and their heels don’t stick out at all.
They also have fully developed hands with thumbs, they just usually aren’t drawn or modeled in a way that shows them, plus their wrists blur into their hands. You can see their thumbs clearly when they mega evolve, their mittens have a thumb compartment.
Everything else you say is true though. They’re weird looking things, not very conventionally attractive at all. They were designed to be beautiful, but not sexy.
