Not much on the ORAS specific lore for the characters, though early descriptions for the original games had their roles be very different (Archie wanting to hijack a rocket to transport Pokemon hurt by Magma/Tunnel's activities, Maxie and his cronies working at Devon and manipulating the President Stone into giving them resources that they use for Team Magma/Tunnel) that may have inspired their ORAS depictions.
