Why vote for villain X if it means plot B will be impossible? Why vote for Plot A if it doesn't fit with villain Y?
The villain summaries should be void of plot and only consist of:
1) Team overall Goal/motivation
2) Leader description/characterization/motivation
3) Admin Description/Characterization/motivation
then we can allow the plot writers to take those characterization into consideration when writing the plots.
there's a reason we don't include gym description and plot relevant events in the gym leader surveys
