When Sugimori drew Dawn, he drew an early teen girl. The anime set the 10 year old thing, with the game characters being 11 or older in a couple cases.
They're also all old 70s/80s otaku who adapted to the changing landscape ("Sugimori Style" really being an imitation of Akira Toriyama) so you've got that going on too.
