As for developing them, the tools needed for gen 5 hacks already exist. You could start making a gen 5 hack today if you wanted to, but why would you? Hacking the earlier generations (especially gen 3) is much easier, more flexible and more accessible. As a result there's not a whole lot of people making gen 5 hacks and I doubt that is going to change anytime soon.
