Leaf. Since his sync is so bad you might as well support ex, and by default she'll give him +12 I think? So off the bat you can do some passable damage.
It's just so frustrating how Steven's damage even at its maxed potential won't do more than N with Zekrom terrain for example. You go through so much for a mediocre result.
