They only consider it inappropriate to depict prepubescent kids in any sort of romantic/sexual situation (this is why Ash never got a gf in the anime). Drawings of nude children are considered artistic depictions of the natural human body in Japan similar to ancient Greek marble statuary. Yes there is obviously a titillating aspect to it, but the artwork itself isn’t considered inherently pornographic unless it actually depicts a sexual act.
