As you can see, there are only three (3) EX decks above Tier 4 out of nine (9). Meanwhile, there are five (5) evolution decks above Tier 4. So as of right now, the meta has shifted heavily in the favor of evolution decks, so much so that we even have a Stage 3 deck on the list.
Not only that, there's also something really important that needs to be noticed here. Out of the three EX cards on the list, we have Seismitoad from FuF, Manectric from PHF, and Rayquaza from RS. Those are really old sets in the format, and two of those are supposedly going to rotate out next format.
Why is that important? Because we've had 56 EXs and 21 Megas since Roaring Skies. None of those are above Tier 4. Almost all of them aren't represented in tournaments whatsoever.
EX and Evolution are in the same boat. The mechanics aren't inherently viable or a waste. Both of them get a huge share of filler cards, and whether or not a card is viable or a waste is arbitrary, as the tier list proves.
