The level cap is pretty hard to enforce since the levels of the Kanto gym leaders' aces are all over the place, so I'm not gonna worry about it too much for now. Adam the Qwilfish has taken Reggie's place as the Water-type of the team, and I haven't used him too much but he's been doing pretty well so far.
