Based on a secretary bird which are known for it's kicks it dies against snakes, with aspects of a crane and crane kung-fu. Fire typing is based on the chinese pheonix (which was commonly depicted fighting snakes links well into the secretary bird basis) and the fact that Secretary Birds often wait near brush fires in order to catch prey that are trying to escape.
