The way onto his hate list is if you're a self centered asshole, or mean to Pokemon, or yours in particular. Paul is a good example...and yet not. Gary is also kind of, in a different way. I can't remember if he really gave a fuck what Drew thought of him.
Fuck, I don't know if Ash really even hates anyone. It's not good for his character, he needs someone that he hates at the very bottom of his core. That look of hate he's giving Korrina is a good start.
Not even someone overly evil. Someone who Ash hates on a personal level.
