My town has 0 nests but the path I play in the city has more than 5 and there is always a decent chance that every month Niantic adds one more or that at least one of them is a starter nest. With this last migration a Charmander nest appeared inside a park that I didn't even know it existed and I scan the whole area regularly.

They know the area better than anything an app can tell you.I rather rely on a scanner, in my local group most people whenever they go to an announced nest they are all like "I was there for 5 minutes and not a single charmander appeared shit nest wtf" then you go there and if there is nothing you just circle around the place and in 10 minutes nest mons start appearing, they just come in bursts in most nests. At least that's my experience.
