I've been talking about what HGSS did that improved upon GSC. The mechanical fixes warranted HGSS existence (that and allowing Johto-mons to be transferable).

GF wanted player levels to end around 60~ (they didn't want Kanto to be seen as optional post-game), so all levels adjust as such, but the level jumps don't hurt the game, there is still a reasonable challenge throughout the whole game. GF probably viewed GSC as a direct continuation as RBY to allow smooth/organic familiarization with gen2 mons, keeping it this way into HGSS probably because they consider this aesthetic very important to the character of gen2 and to be preserved as such.
I don't know man, a decade later and I think it's easy to look back in hindsight for what they could've or should've done, but HGSS really did turn out great. I'm guessing we're just going to have to agree to disagree because I'm getting sleepy.
