The whole fucking point of Pikachu is to show that it doesn't have to be fully evolved to compete, meaning anime power levels are different from the games. Giving it a mega would shit all over that even harder than making it evolve into Raichu.
At best it will get a Light Ball, but most likely it won't get anything and will just continue to fuck shit up as it is.
