I think the only thing that could somewhat save the anime in terms of graphics, given they have no intention of raising the budget, would be to release 12 episodes per season and not have more than 2-3 seasons for generation cycle.
Less episodes would mean a higher budget for each of them and therefore more space for the director and artists to give it a proper graphic direction instead of being forced to make the same slop over and over and barely making the deadline every time.
