Why buying old packs if the chaff is useless and you need only one chased card that you can't get because no one is buying the damn packs? Introduce a cheap format that actually uses the chaff (Encounters) so people will either trade the chased shit away or keep everything and play both formats (Exalted and Standard). That would also ratonalize reprinting old sets and introducing them digital on PTCGO. With collections getting bigger and bigger people will eventually seek for a format that lets them go full bakka with their cardboard/digital crack (Legends).
Still, no one will play any format unless said format has 1) a card market that lets you build the deck, 2) product support that lets you get pieces on your own, 3) event support that lets you play competitive, see other brews and get prizes. For now the only format with such complex support (barely) is Standard. To get such kind of support the formats must be designed wisely to cooperate in the first place.
