>>37545260That's how it is in the games, but that's because it's a game. For gameplay reasons, it's easier to have single-stage Pokemon fully grown and battle-ready right after hatching, instead of needing to raise them for years until they mature.
If the Pokemon world were real, they'd probably be smaller and more baby-like when they're born, like in this picture.
