Noctowl is too bulky for the first gym. It would force you to use a Geodude, pretty much. Same for Scizor and a Fire type (Cyndaquil or Vulpix/Growlithe). Drayano's hacks manage to be reasonable, but they go to show that the early gyms shouldn't be the hardest ones...
I think it's fine for one or two gym leaders to have a signature Pokemon from another region, especially in Scyther's case where it isn't even native to Kanto. I can't really imagine Morty with Misdreavus/Mismagius as his ace, either.
