https://www.tofugu.com/japan/pokemon-yokai/Misdreavus is Nukekubi. It's evo is a Nukekubi with a witch theme. If we were going to get a full-fledged banshee, our "banshee" wouldn't be associated with witches and would be more of a humanoid with a sound theme.
A Bansheemon would be Primarina Ghost edition(may have a Ghost equivalent of Liquid Voice). While Mismagius being a Fairy type would help it immensely, it doesn't make sense thematically at the slightest.
