The ears are dumb and the arms are funky. I think it would look a lot better as the 2nd stage of a 3 stage line -- there aren't many 3 stage Poison types and it would set this thing apart from Muk a bit more.
I'd personally love for the final stage to be something absolutely insane like a Poison/Steel "junk monster" that goes more for a Frankenstein's monster theme or looks like that one monster from the Ghostbusters cartoon that was just made of assembled junk.
Could have an ability with a name like "Clutter" that instantly lays hazards/absorbs hazards on switch-in (whichever is less broken). Give it access to moves like Thunderbolt, Flamethrower, and other shit that actually kind of makes sense for the "radioactive trash monster" it's supposed to be, then moves like Aromatic Mist, Bone Club and Automatize that kind of work with the theme and match its flavor. Shit, maybe even give it Defog and Metal Burst because it's just a big ass stinky pile of metal junk and garbage.
Name the final evolution something quirky like "Funkyard" and give it 22 points in HP, 2 in Attack, an even 18 in each Defense, and maybe 21 in SpAtt and take away 20 in Speed. That would give it the following spread:

It then becomes a slow mixed wall with decent offensive stats on either side. Poison/Steel has a 4x Ground weakness and a 2x weakness to Fire, but that's it. It resists Dark, Dragon, Flying, Ghost, Ice, Normal, Rock, Steel, Bug (4x), Grass (4x), and Fairy (4x). Also immune to Poison status (duh)
That would be one incredible garbage Pokemon
