It still wouldn't be oppressively good, but it'd be good enough to be on par with Snorlax or Milotic or Lucario (in Gen 4). Garchomp would still mog it as the strongest Pokemon on Cynthia's team, but it'd be way better in game and it wouldn't be set up fodder in comp.
