Remember they edit again and again every pokémon design for around 6 months before its accepted, so very few of them maintain the "original design" of their creator (Sylveon does, but Sugimori said it wasn't the usual thing to do) so many of them dont have only one designer but are discussed in group many times.

Masuda also said that only around 10% of the total pokémon they create actually make it into the games every generation, and very few are saved for the next generation (like Shellos) because they prefer to start again with new ideas and themes.
This means there are around 900 pokémon that never see the light every single generation. We can't judge designers with this little info.
