For a long time in modern China eating dog has been considered a savage practice, and the government is in the process of making it completely illegal and punishable by jail time (which is a chinese code word for death). It still happens in places, especially where China is poor as fuck, but it's not socially acceptable.
In Korea, however, it is still commonplace and socially acceptable. They even sell it on the street pretty much everywhere.
