That website is weird though, the rankings are based on the dps and "score" but when you click TDO(Total Damage Output) it rearranges the whole list. If the TDO is based on the amount of damage pokemon can do in a certain amount of time and all poke are given the same amount of time then this is the real top 10(I know theres 11 but both forms of keldeo are identical so I'm counting it as 1)
In other words if you are competing for "most damage done" in a 20 man raid that only lasts 15. Then lucario is the best but if you are trying to solo/duo something and need all the damage you can get heracross is better
