It's best when Digimon evolutions make some sense, but aren't obviously designed for each other. Shit like recent mascot digimon is boring because it just gets bigger.
The idea is when you have a set of digimon that feasibly work for MULTIPLE evolution and preevolution options. The recent Pendulumn Z mons were good at this: Bandai was clearly making digimon that both filled "holes" in existing evolution lines and worked as sensical evos or prevos for digimon that didn't have any, but that still made sense as evolutions or prevolultions for other digimon
Sunarizamon for example, acts as a logical prevoluition for Digimon that really didn't have any like Tortamon, Cyclomon, Flarelizarmon, and was introduced alongside Baboongamon (and acts as a logical prevo for Golemon, who only had Gottsumon as an prevo option before. Baboogamon's evo of Gogmamon also then acts as a good evo for Golemon, in turn, etc)
