Defense: 95 (+10)

Special Defense: 105 (+10)
Speed: 45 (-10) I know this is technically against the rules, but I think it's justfiable because it's former Mega lowered it's Speed by 10. Would've lowered it's Attack by like 10 or 20, but that would be even more agains the rules
New Ability: Multiscale, Lightning Rod (replaces Plus)
Justification: Ampharos is bulky and shares a type with Dragonite. Ampharos has a passing resemblance to a lighthouse, which justifies Lighning Rod replacing Plus
New Moves:
Draco Meteor (All Dragon-Types get Draco Meteor)
Tail Glow (Can make it's tail glow. I'm aware it's "Firefly Light" in Japanese, but non-fireflies also get the move, so it's fair)
Fire Blast, Flamethrower, Overheat (Most Dragon-Types and some Electric-Types get Fire-Type moves in their learnset, so why not Ampha?)

Hydro Pump, Surf (Many Dragon-Types get these moves + lighthouse motif)
