In RSE, Chimecho has an encounter rate of 2% in the two grass patches at the summit of Mt. Pyre. In Sinnoh, Chimecho has an encounter rate of 10% in both Sendoff Spring and Mt. Coronet, where you can also find its baby pre-evolution Chingling.
What's the likelihood that they created Chimecho and then decide that Chimecho out of all Pokemon needed a baby form a generation later?
We know that two Pokemon, Shellos and Gastrodon, were originally intended for Gen 3 but were delayed till Gen 4, so why couldn't the reverse be possible?
Couldn't they have designed several Gen 4 Pokemon and used Chimecho to fill in the last spot in the Hoenn Dex so that there would be 135 new Pokemon rather than 134? It's also dead last in the list of Pokemon by index number, after all the Legendaries and before only "Pokemon Egg" and Unown B - Z.
