Penny set up Team Star, and put that entire organization together. It is so clear that she cares deeply for each of them. Even giving them cute nicknames.
Not to mention, she doesn't keep her Pokemon stuck in their balls. She has them ROAMING FREELY IN HER ROOM. She clearly cares about her Pokemon.
And lastly Penny skips class. She probably hasn't been educated about certain things like sex or relationships. She's a socially awkward person that spends a lot of time alone.
She's pure, and untouched. She has the heart of a saint. And I think she may even be uneducated about sex, and relationships because she never takes an interest in that stuff.
TL:DR, Penny is LITERALLY the most pure girl we've ever had. And she has a heart of gold. The kind of girl that will always be there for you no matter what.
