Keldeo is from another universe. Not exactly ultra space, but something further beyond that. He was brought into Rissy's universe at the whims of Magire, a regional legendary Pokemon with the power of planeswalking. The main villain team uses this power mostly to bring legendaries from other universes into their universe, either to give their grunts some heavy ordnance or to sell to high bidders for funds. Keldeo in particular was something the leader did as a test, and as a joke, seeing a bounty posted for a Keldeo on an online trading forum and taking them up on the offer, not expecting at the time that Magire would actually be able to do it, and not realizing that the recipient was actually the regional champion.
Rissy's team pre-champion is much more modest.
Barky, her Growlithe, is the family pet.
Ferroseed was the first Pokemon she caught on her own, finding it in a trash can.
At some point she caught a Larvitar, which she intended to use to counter the then-champion's Latios. She also had a Dragapult at the time of challenging the league.
Things start to get a bit lore-heavy with the rest of her team. She received Excadrill from the president after becoming champion, but all records show that she had Excadrill on her team when she first challenged him. Very strange phenomena that not even she can explain, but is explained in the games.
She comes from a very privileged background which is why she was ever able to afford the amount of food a team like hers burns through.
