EVERY pokemon needs to hit 102 base speed to be considered for OU, unless of course you're tank in which case you better be able to survive the incoming STAB earthquake from Garchomp.
I can think of plenty of pokemon who would do nicely in the OU environment but can't due to being either:
Too fragile
Literally below 102 by a point or two
Heidreigon is by far the biggest victim of this issue. Three points to speed and it's very much viable in OU, but it's only partially viable thanks to it's tankiness.
However, the biggest thing I want to clarify is not in OU =/= bad. Many pokemon can work in OU but are much better in UU as well. Empoleon is my favorite example, he can certainly work in OU (and sometimes creeps up due to his tankiness being very much welcomed) but UU is his strongest department.
