>Is that built into the normal gameplayWell, it's the main gimmick of the guy's particular gym, it's called Benjamin Butterfree battle style. Get it, like Benjamin Button, the guy who ages backwards. Unbound does that with its gyms, the seventh gym uses Camomons (Pokemon become the types of their first 2 moves), the fourth gym uses Inverse battle, and the Battle Frontier uses all these battle styles and some more like Scalemons, 350 Cup, etc. in its facilities.
They don't delevel, but they do lose their stat buffs/statuses on de evolving. Still not too bad, I mean Araquanid de evolving to Dewpider isn't that inconvenient, Tangrowth can murder Rhyperior or Rhydon any day of the week, so on. It's also the hardest difficulty setting, he has stuff like Butterfree on the lower settings which badly suffer from the de evolution process.
