The parallels with Pokemon in the Pokemon world and real animals are clear - people can train them, have them as pets or work with them (hell that's how they're introduced in every game even).
Which goes back to the OPs point. Gardevoir is a Pokemon, Pokemon have direct correlations to real animals even if Gardevoir itself does not, and thus people are likely to call it "furry".
