Those inaccessible pokemon were still in the game, too, as far I know. In gen 8, it should have no problems communicating with Pokemon Bank, which is getting replaced by another likely to be subscription service, but the pokemon are just not in the game.
They have no method to it, they just don't want to put in pokemon that aren't going to be used by the region's wild encounters. Which also means the minor problem of trainers and gyms only using very local pokemon (such as, on the same route) will never be fixed, no change for foreign trainers either.
The only reasons I can think of as to why they would do this is concerns over stuff like having to add new moves to all the pokemon, maybe a memory issue, maybe an issue with having to fix all the clipping models in things like the camping shit. Two of these would be a problem fixed if they just didn't try to force out games every year or two, and the memory one is more likely poor programming on their part since they haven't been known to do well in that aspect.
