Yes, Samurott can either be a physical attacker, or a special attacker. Yes, he doesn't obligatorily need the sword to attack. But that doesn't excuse the sword being there if it's not going to use it.
It makes the design busier. It's the exact definition of "overdesign", that /vp/ keeps incorrectly spouting about. You need to keep a design functional and cool to look at without people asking questions, otherwise it ruins the fun and immersion. Samurott is really cool, but being a Samurai doesn't mean you HAVE to have a sword with you at all times.
Having him actually use the sword, and use moves that show the aspect of the sword while still being a four-legged seal is just plain goofy. If It exists in the design, then it NEEDS to be used and it NEEDS to be functional. That sword is part of Samurott's design. It is used but it's not functional. There are no real excuses for that, sorry Samurott fans.
