Sugimori was basically copying Toriyama's art style, who basically pioneered that look with Goku. Look at Sugimori's earlier art and it's much rounder and cuter, which can also be described of Toriyama's earlier art too. That was the style of the 80's

And on that note, Goku's relatively spiky hair was inspired by Astro Boy's look.
