Charizard's flame stays on it's tail the whole time. Many of them have no active fire but gain a constant source as they evolve. The only one without active fire in the final evolution is Blaziken (and maybe Typhlosion if you count how it can turn the fire on and off).
All that doesn't mean shit though. The point is that the post I replied to said it had the "exact places where fire would come out" which is a dumb argument. It has fire coming out of EVERYWHERE in that image, the ears, the back and the limbs. That's not even a coincidence, that's just cold reading covering all bases.
