You can change your hair color and style. Three hair styles have been confirmed for each gender (pic related), and so far no hair colors other than the three you can start with have been seen. Various hats and accessories have been seen, but no player character has yet been seen without either. It is possible to change your clothes, but as the only thing we've seen of the character customization is the PSS sprites, which only reflects the color of your clothing and not the design, it's hard to say to what extent.
Nothing has been stated about whether you can change your skin and eye color, but I personally doubt it.
