I will say that Rei as a rival does speak much more rudely to Akari if she is the protagonist, though, especially at the beginning, but as other anon said, there's definitely a gender role component.
Also, fictional boys using ore is kind of a hotblooded shonen protagonist kind of thing. For example, Tanjirou from Demon Slayer uses it despite politeness being his whole personality. Since Lucas apparently uses boku and kimi, I wouldn't be surprised if Rei's different speech is to convey the rougher environment he's in.
But about Brendan, I figure they want him to come off more as insensitive in a typically boyish way than an asshole. His kind of speech is really common with boys in shonen.
