We all know for a fact that the worst blissey/chansey can do is either tox or toss the frog but a switch to something else stops them.
Empoleon is not a counter since two kicks will kill it.
Now let's disregard all shitposts and look at greninja as a whole.

We all know for a fact that frog is frail is easy to kill but consider this. How do you kill it before it kills you or switches. Not many things outspeed 122 unscarfed and A boost from life orb coupled with STAB will kill almost anything it is SE to. Also since it changes type, it gains the benefit of fighting/normal immunity from shawdow sneak. Electric immunity from spikes and other resistances from types it'll switch to.
Finally, the ninja is UNPREDICTABLE. Most pokemon have general sets but greninja can go physical, special or even mixed and still yield the same results as well as interchangeable moves to fit any occasion.
Now consider all these things and consider OU mon and say you want greninja to stay. I like it but it has to go. If you have to carry a mon to counter another mon SPECIFICALLY. That's when centralization happens
