Since the Pokémon world has futuristic technology and the Pokémon themselves can do almost anything, I never thought Team Aqua's plans were as bad as people make them out to be. They should have a few bases that are underwater, on a very high altitude or are on an artificial floating island to prove that they have plans for after the flood.
