That or it'll be like star wars and the saber crystals where they find or a seemingly empty z-crystal calls to them and then the crystal is only activated through bonds between trainer and pokemon similar to AshGreninja. Randomly in battle when they're both in sync it'll activate and we'll get a line like "This Z-Crystal responded to the feelings of Ash and Pikachu and gave them its power!"
So when Ash and Pikachu go to use Thunderbolt the Z-Crystal activates and creates 10M Volt.
