Johto, as how the region is presented in most games, does have a level curve issue. A massive one that punishes players for trying to add new members on their team, wild Pokémon giving almost no experience and the only way to rematch trainers is via luck. It also has a well-documented pokémon distribution issue, one the very same developers would later address themselves as one of the aspects they regret the most and tried to desperately fix in Pokémon Ruby and Sapphire. But what Johto and the gen II games bring to the table means so much more, special with the context of time.
Refining the battle system and the internal work of Pokémon, adding the gimmick of "formes" that would become a mainstay eventually, fleshing out the world of Pokémon that, until now, was still barebones, introducing several mechanics that would be permanent additions such as items and breeding. It managed to fit in Kanto showing how developers still worked hard to fit as much data as possible on their games, regardless of the difficulty of doing so. They had to be pioneers and not followers.
Gen 2 has many flaws, and it's good to address them. Maybe it is actually 'the worst gen to play'. But hindsight is 20/20, and we should be able to appreciate what it helped create as well.
