Because they needed to make the design more standout than the previous form. You can't just give Graveler two more arms and two more legs. So they drastically changed the final form. Same with Dragonite. Hell, the prototype form was literally gonna be Dragonair with ridges. Simplicity can only do so much.

Exactly. Rhydon, Kangaskhan, Nidoking, and Nidoqueen all stem from the same Capumon. Mainly Rhydon because he is famously the "first Pokémon ever designed", but the others got some traits as well. If you look at their green sprites all together it becomes undeniably obvious.
