Pro tip: Surge still sucks. With the creation of Celebi and the improvement of M2, Pika decks are in a tougher spot. Surge’s targets are still crap as of the miniset. The new Raichu might be decent if you can get it built by turn 4 / 5, but that isn’t happening every game (and the payoff isn’t crazy). 60 damage is basically 0 in the Celebi matchup.
Surge + old Raichu will still see play. Might be decent with Dedenne because big basics still run the show for now. A key para might let you push something into the 140/150 break point.
