Without anything else, it's a card that lets you draw 6 cards if you have nothing in your hand when you play it, and can go back into your hand to be played again, while giving its energy and any attachments to any other Pokenon you want.
Being an EX, it's more for balance. It can have a slightly bigger body for the user and it gives 2 prizes when knocked out so your opponent can deal with it much easier if you just spam them or something.
It's the utility. Like 80% of actual EXes are trash. There's like 10 total playable EXes for tournaments right now out of like 100 in the format.
