Do you really want more completely disjointed juvenile mons begging for an evo like gen 2 did non stop with shit like gligar, aipom, yanma, corsola, etc?
Now you could say the answer wasn't making diglett single stage but to give it a better evo but like you mentioned, it is an iconic design and to strip away that charm from the evolution would be a shame, naturally building onto the whack a mole concept without really erasing the simplicity and hilarity of diglett was the right way to go.
