She never had it in the games, she could touch Nebby and stuff it in the bag no problem. She wasn't a trainer because she was mommy's good little girl who did everything she asked and acted as an outlet for Lusamine's Nihilego fantasies.
But now that they decided to make Lusamine more likeable
via shitty comedy they had to think of a different excuse for why she wasn't a trainer but still liked trainers and wanted to be one. Snowball/Shiron was a bonus and an anime replacement for Nebby since anime Nebby is acting more like one of Ash's pokemon.
