The hair doesn't curve the same way or have the same number of splits, which can mean a lot when it comes to anime design. The skin and hair also isn't colored either, which is pretty important. Being chibi doesn't change the specifics of the features, usually just the size. Ash, Pikachu, and the revealed starters are exactly the same, the supposed Mallow isn't.
