Gateway 3DS is a new working flashcart on for the 3DS. It only works on older firmwares right now but updates are in the works. (it will be easy enough to play newer games on it via firmware spoofing and the like)
So anyway, people with a gateway 3DS will have access to the .sav. Then, a program like Pokesav will be created to edit the .sav file.
The Gateway currently does not support online play, however it supports local multiplayer. So all it takes is someone to have two handhelds, or a friend with the game who they could trade the mon with, then VOILA a perfectly hacked mon on wifi.
